About the Company
WITCO Construction & Development Corporation is a progeny of WITCO Inspection & Testing Corporation (formerly Welding Inspection & Testing Corporation, which was established in 1991). The company’s main business revolves around the expertise of its Founder & President Marcelo B. Villanueva whose qualifications and experiences were obtained through thirty five years in the quality assurance and steel construction industry.
The company has organized itself to train, qualify, motivate and maintain a pool of highly trained and qualified personnel to be able to respond to the growing demand of industries.
Welding and Quality Control has always been the forte of the Company. The company prides itself in delivering projects with high quality that complies with the high standards of the international market.
Our Projects and Services
Storage Tanks and Vessels
WITCO specializes in the design, engineering, fabrication, construction, and erection of product storage tanks and vessels. We adhere to recognized national and international standards, including API 620, API 650, API 653, and others, ensuring compliance, safety, and reliability in every project. With extensive experience in storage tank construction, WITCO offers a full range of in-house capabilities—from design engineering and shop fabrication to blasting, painting, field erection, and coating. This integrated approach allows us to maintain strict control over quality and safety throughout every phase of a project. We construct tanks from both carbon steel and stainless steel, tailored to meet the specific needs of each client. Our strength lies in our dedicated team of highly trained professionals who understand that safety and quality are the most important products we deliver.
Structural Steel

Pentock and Piping
WITCO is a skilled fabricator of carbon steel and stainless steel piping systems. We maintain a comprehensive range of Welding Procedure Specifications (WPS), all certified by reputable third-party inspection (TPI) agencies. Our capabilities include various welding processes such as SMAW, SAW, GTAW, GMAW, and FCAW, allowing us to meet the diverse industrial piping requirements of our clients. With certified procedures in place to meet the demands of any design, we take pride in delivering high-quality welding services with precision and timeliness—regardless of the circumstances.
Civil Works
WITCO provides comprehensive solutions for civil works projects, including structural services, earthworks, concrete construction, masonry works, and demolition. Our team brings expertise in construction management, structural engineering, materials engineering, and geotechnical engineering. All WITCO projects adhere to ACI and NSCP codes, DPWH standards and specifications, and the National Building Code of the Philippines.
Facilities Maintenance
WITCO provides a range of maintenance services, including nondestructive testing (NDT), quality assurance, inspection services, and repair works for structural, mechanical, and electrical systems. These services are designed to ensure facilities operate safely, efficiently, and in full compliance with industry standards. WITCO is currently servicing the Masbate Gold Project—the largest gold mining plant operation in the Philippines—and has previously completed maintenance works for Shell and NAPOCOR power plants.
